D-RiSC Coalition Launches Website, Continues Advocacy to Fund Pre-Positioning and Modernize Mutual Aid System

The D-RiSC coalition has launched a website ( to support the effort among fire service and local government organizations to secure State Budget funding to modernize California’s Mutual Aid System and reimburse local fire agencies for “pre-positioning.” The website hosts information about coalition members, materials about the life-saving benefits of pre-positioning and the urgent need to modernize our Mutual Aid system, as well as feature news coverage of the coalition.

As the State Budget process continues, the website will also serve as a centralized portal for digital advocacy. We encourage you to visit the “Take Action” page to send a short  email to  your state legislators and  Governor Brown, asking them to support the D-RiSC request for a $100 million augmentation to the State Budget.

D-RiSC member have been active in the news and in Sacramento: 

  • Santa Rosa Fire Chief Anthony Gossner had an op-ed published in the San Francisco Chronicle calling for funding to combat the “new normal” of increased natural disasters. 
  • Contra Costa’s Fire Chief, Jeff Carman, testified before the Senate Committee on Insurance and Joint Legislative Committee on Emergency Management about the need to turn California’s Mutual Aid System from a reactive to a proactive system to be more effective in the initial minutes and hours of wildfires and other disasters.   • D-RiSC coalition member sent letters to budget subcommittees in the Assembly and Senate requesting the $100 million augmentation to fund pre-positioning and modernizing the Mutual Aid System. 
  • Palo Alto’s Fire Chief, Eric Nickel, and Chief Jeff Carman testified before these budget subcommittees.
