State Senate Recommends $25 million for Disaster Pre-Positioning to Budget Conference Committee

This week, the State Senate approved its version of the 2018-19 State Budget. The Senate’s proposal includes a $25 million appropriation for the Office of Emergency Services (OES) for pre-positioning local fire agency resources through the Mutual Aid System. The $25 million appropriation represents only 28.7% of the D-RiSC funding request of $87 million for pre-positioning and none of the $13 million requested for modernizing Mutual Aid communications.

The State Assembly is expected to approve its budget proposal before the end of the week. Starting next week, both versions of the proposed State Budget will be taken up by the Budget Conference Committee to reconcile differences between the Senate and Assembly proposals. 

The Conference Committee will consist of five members from the Senate and five members from the Assembly. The Conference Committee members will be named this week, but will include the chairs and vice chairs of the Senate and Assembly Budget Committees:  

  • Senator Holly Mitchell (Los Angeles)
  • Senator Jim Nielsen (Tehama)
  • Assemblymember Phil Ting (San Francisco) 
  • Assemblymember Jay Obernolte (Hesperia)

D-RiSC is mobilizing to urge Conference Committee members, legislative leaders and, ultimately, Governor Brown to increase the Senate’s proposed funding for pre-positioning and include funding to modernize Mutual Aid communications and dispatch. 

Once the members of the Conference Committee are named, we will be posting updated Action Alert in the D-RiSC Action Center. We will also share a template letter and list of targets for your members to contact in support of our funding proposal.
